I am the director of communications and public affairs for the Ventura County Fire Department in California and immediate past president for the National Association of Government Communicators. I also teach public information officer courses for FEMA. I have done a lot of work in crisis communications and have seen plenty of instances where teams were struggling. Fixes don't happen without situational awareness that leads to an understanding of the underlying problem so changes can be made to bring about improved performance. This is true for any industry. As a leader, you have to look for that need, and it might not be the need you thought.
